一、An Introduction to Google‘s EDLA Agreement, Is Device Certification Done through MADA or EDLA? What are the Differences Between EDLA and MADA?
Before we delve into the differences between EDLA and MADA, let‘s first understand the Chinese meanings of these two agreements. EDLA, in English, stands for Enterprise Device Licensing Agreement , while MADA stands for Mobile Application Distribution Agreement . Let‘s begin with a simple literal analysis. One prominent emphasis of the Enterprise Device Agreement is on the word "enterprise." In this context, "enterprise" typically refers to the end users being businesses or companies, rather than individuals. In other words, if the ultimate consumers of the device are businesses or companies, not individuals, then it‘s highly likely that this device needs to undergo EDLA certification. Examples of such products include POS machines, large conference systems, commercial advertising displays, and similar devices. These types of products typically require EDLA certification because their primary consumers are businesses or enterprises, not individuals.

The Mobile Application Distribution Agreement, which devices can use this agreement for certification? It pertains to mobile devices. Here, "mobile" essentially means that the device can be carried around while functioning normally. To qualify as a mobile device, what conditions must it meet? It‘s quite simple, with two conditions: first, the device should be relatively small, as smaller devices are more portable. Google uses screen size as the criterion for size, where screens smaller than 18 inches are eligible for MADA. The second condition is that the device must have a battery. Since it‘s a mobile device, having a battery is essential; without a battery, it would require an adapter to function, which hinders mobility. Therefore, representative devices that use the MADA agreement include smartphones and tablets. 

Some might ask about POS machines, which are also mobile devices with batteries, so why do they require EDLA certification? That‘s because the ultimate consumer group for POS machines is not individuals but rather businesses or companies. So, even though POS machines meet the characteristics of mobile devices, their usage scenario dictates that they should undergo EDLA certification.


In a nutshell, how do we determine whether a device should follow EDLA or MADA certification? It boils down to three criteria: whether the device has a battery, whether its screen size exceeds 18 inches, and whether it is ultimately sold to businesses or individuals. If a device lacks a battery, it falls under EDLA; if its screen size surpasses 18 inches, it falls under EDLA; and if its target market is companies or enterprises, it falls under EDLA.

二、What is EDLA Authorization, and What is MADA Authorization?

Authorization for EDLA or MADA refers to Sublicense, which essentially means that some OEMs with EDLA or MADA qualifications grant permission to device manufacturers who do not possess these agreements but wish to undergo certification. This authorization comes with conditions and is primarily granted to devices developed or manufactured by the OEM itself. Without this authorization, devices cannot undergo certification.

三、The process of EDLA certification
1、First, confirm the business cooperation and make the prepayment to initiate the project.
2、Fill out the Sublicense application form and apply for Sublicense.
3、Prepare and send 8-10 prototype units, install GMS software, and ensure that the prototypes are operational
(the prototypes must include a touchscreen, microphone, speaker, have at least 3GB of memory, feature USB or TypeC ports, and be capable of adb debugging).
4、After obtaining Sublicense, apply for whitelist access and a Google API key to begin pre-testing.
5、Upon completion of pre-testing, the client resolves any identified bugs, and our company conducts further testing until all bugs are resolved (our company does not limit the number of revisions).
6、Send the prototypes to a third-party logistics provider (3PL) for final testing. After passing the 3PL testing, submit for Google approval to complete the certification.
