Energy-saving product certification is based on China‘s relevant certification standards and technical requirements, in accordance with the internationally accepted product certification formulation and procedures,confirmed by China Committee for Certification of Energy Conservation Product and through the issuance of certification certificates and energy-saving signs, activities to prove that a certain product is an energy-saving product belongs to the category of internationally accepted product quality certification.
An important energy-saving measure launched by the State Economic and Trade Commission of China to cooperate with the effective implementation of the ‘Energy Conservation Law of the People‘s Republic of China’. It is to meet and develop the needs of the socialist market economy, and aims to promote the progress of energy-saving technology, promote the healthy development of energy-using products and fair market competition, and safeguard the interests of production enterprises and consumers.
1. China Energy Conservation Certification Mark and Paste Requirements
The China Energy Conservation Certification Mark is as follows, and the certification mark should be affixed on the obvious position of the product body or on the smallest package and instruction manual.
2. Conditions for applying for China Energy Conservation Certification:
(1) The quality system of the production enterprise complies with the ISO9000 series of standards and supplementary requirements
(2) The product belongs to the catalogue of products promulgated by China that can carry out energy-saving product certification;
(3) The products meet the standards or technical requirements for energy-saving product certification promulgated by China;
(4) The products should be registered, of stable quality, able to be mass-produced normally, with sufficient supply capacity, with excellent pre-sale and after-sale services and guaranteed supply of spare parts, and corresponding proof materials can be provided.

4. Certification process
1.Enterprises or agents should apply to China Quality and Technical Supervision Bureau or China Energy Conservation Product Certification Center. The application form and materials should be written in both Chinese and English.
2. After the China Energy Conservation Product Certification Center decides to accept the application for certification after review, it will issue a "Notice of Acceptance of Certification Application" to the enterprise. Enterprises should pay relevant certification fees to the China Energy Conservation Product Certification Center in accordance with the "Administrative Measures for Energy Conservation Product Certification Fees".
3. The China Energy Conservation Product Certification Center has established an inspection team to conduct on-site inspections of the quality system and product production process of the applicant enterprise. The inspection team submits the "Quality System Audit and Inspection Report" to the China Energy Conservation Product Certification Center within the specified time.
4. After passing the on-site inspection, the inspection team will randomly sample and seal the products applying for certification, and the enterprise will send the sealed products to the designated certification inspection agency for inspection. When on-site inspection must be carried out, the inspection agency shall send personnel to the on-site inspection.
5. The inspection agency shall inspect the samples according to the standards or technical requirements for energy-saving product certification confirmed by the China Energy-saving Product Certification Management Committee, and submit the Product Inspection Report to the China Energy-saving Product Certification Center.
6. China Energy Conservation Product Certification Center summarizes and organizes enterprise application materials, quality system audit and inspection reports, product inspection reports, etc.Then submit it to the special working group for review and certification, and the expert working group will write the review opinions and report to the China Energy Conservation Product Certification Management Committee for approval.
7. The China Energy Conservation Product Certification Management Committee reviews the certification materials, approves the certified products, issues the certification certificate, and allows the use of the energy-saving logo. The China Energy Conservation Product Certification Center is responsible for filing the certified products, and issuing announcements and publicity to the public.
8. For products that have not passed the certification, the China Energy Conservation Product Certification Center will issue a notice of unqualified certification to the applicant company, explaining the reasons for the unqualified certification.
