1. The IECEE CB system is a global system for mutual recognition of electrical product test certificates

Due to the multilateral agreement formed between the national certification bodies of various countries, manufacturers can obtain national certification of other member states of the CB system by virtue of a CB test certificate issued by an NCB.
It is applicable to the product categories within the scope of the standard catalogue on which the CB test certificate that China declares to be recognized in the IECEE CB system is based on, and is also within the Japan Diamond PSE certified product catalogue.
Therefore, companies that apply for Japan Diamond PSE certification can not only obtain Japan Diamond PSE certification, but also obtain CB certificate and reports simultaneously for companies that do not hold CB certificate.
For enterprises that already hold CB certificate, the corresponding repeated tests can be omitted, which saves certification costs and shortens the certification time.
The safety standards and test methods of electrical products in Japan are basically close to IEC and ISO international standards, especially the standards for household appliances, electronic equipment, lighting appliances and other products are basically equivalent or equivalent to IEC/ISO standards.
2. The basic principles of Japan Diamond PSE certification and CB test report and certificate:
2.1. The product model, specification, manufacturer and production plant in the CB report and certificate must be consistent (or covered) with the product model, specification, manufacturer, and production plant applying for the Japan Diamond PSE certification. If any of them are inconsistent, it will not be recognized.
2.2. The applicant in the CB certificate and the applicant applying for the Japan Diamond PSE certification should be consistent in principle. If there is any inconsistency, the applicant for the Japan Diamond PSE certification should provide the power of attorney of the CB certificate holder (applicant), and the power of attorney should at least include the statement of authorization and the responsibilities of both parties.
2.3. The standard on which the CB certificate is issued should not be lower than the version corresponding to the IEC standard of Japan‘s‘Special Electrical Appliances And Materials Technical Standards Provincial Decree‘.
The content of the standard version on which the CB report is based should cover the current Japan standards in ‘Special Electrical Appliances And Materials Technical Standards Provincial Decree‘, and a reasonable difference test should be made for deviations from the Japan standards. In addition, if the CB certificate and report are more than three years old, the certification body can challenge.

2.4. The approval of parts and components in the CB test report shall be implemented in accordance with the ‘Principles of approval of parts and components in the CB machine report‘.
In the process of CB test certificate recognition, if there is a dispute, it should be implemented in accordance with the ‘Dispute handling procedures in the process of CB certificate mutual recognition‘.
2.6. When recognizing the CB certificate, the Japan Diamond PSE certification body reserves the right to verify the prototype and conduct additional tests.
2.7. All products applied for with CB certificate should, in principle, be sent to a prototype for verification. If it is a series machine covered by the same CB certificate, a representative sample should be provided. If the CB certificate and test report of the applied product fail to cover the national differences in Japan, the difference test should be done.
2.8. Check the list of safety parts listed in the CB report with the safety parts of the sample. If the parameters, models, etc. do not match, the component samples may be sent for testing according to the situation. If there is a serious inconsistency, the CB report cannot be approved. The safety parts in the CB report are only approved with the whole machine of this certificate, and cannot be borrowed to other types of products.
2.9. When EMC requirements are specified in the "Japan Diamond PSE certification requirements", EMC tests should be carried out.
3.0. For the factories involved in the certification application holding the CB test certificate, the factory inspection shall be carried out in accordance with the "Initial factory inspection procedure" or "Product certification post-Certificate supervision procedure".
3.1. If the applicant or the NCB that issued the CB test certificate has any objection to the accreditation process, they can submit it to Deeplight and handle it according to the "Dispute Handling Procedures in the Process of CB Certificate Mutual Recognition".
